FPSC Headquarters Sealed Halting All CSS Selection Process

Federal Public Service Commission’s (FPSC) headquarters in Islamabad have been sealed by the District Health Officer (DHO) after several of its employees tested positive for Coronavirus.

According to the official notification issued by the commission’s HR Department, the FPSC’s headquarters will remain closed until further notice.

FPSC will carry out complete disinfection of the building in line with the guidelines of the Ministry of Health Services Regulation and Coordination.

The commission will also test all employees/close contacts of the COVID-19 positive cases and will quarantine them for 14 days.

Meanwhile, FPSC has also postponed interview programs, originally scheduled to be held from 23 to 27 November, at all regional offices in the wake of Coronavirus cases at its headquarters.

Rupee Drops Even Further Against the US Dollar for the 3rd Consecutive Day

The climb of the Pakistani Rupee against the US Dollar seems to have come to a halt, as for the third consecutive day, PKR declined in the exchange rate against the USD.

PKR traded above Rs. 160 against the USD for the first time since November 02, 2020.

From trading at Rs. 159.83 on November 18, PKR lost 78 paisas to trade at Rs. 160.61 to the dollar on November 19, 2020. Yesterday (November 18), PKR weakened by 1.2 percent intraday on a high/low basis trading at the highest of 158.25 and the lowest at 160.10.

The root cause for this change in PKR’s movement against the dollar is being attributed to the rise in the country’s imports. Temporary Economic Relief Facility (TERF) by the State Bank of Pakistan (SBP) is going to encourage even higher imports of machinery, which is only expected to make PKR lose against USD even more.

On the other hand, SBP’s policies of attracting foreign investment, coupled with the textile sector’s export performance is providing much-needed support to PKR and is likely to prevent a steep and rapid rise in the exchange rate.

Despite foreign exchange reserves improving consistently in the past few months, and the current account being in surplus for four months in a row, the Rupee weakened by 79 paisas to 160.62 today. From July to October 2020, the current account surplus stood at $1.2 billion and forex reserves of the central bank were at $12.93 billion.

Facebook Increases Use of AI for Content Moderation

In a recent press briefing, Facebook informed that technology has started to play a crucial role in content moderation on the platform.

This shift has taken place to prioritize the reported content. While there are still around 15,000 human reviewers across over 50 time zones, Artificial Intelligence (AI) is also primarily helping in proactively removing content that goes against Facebook’s policies.

Between April and June this year, 95 percent of the content Facebook removed was identified and removed by their technology without needing someone to report to them. That included 99.6 percent of fake accounts, 99.8 percent of spam, 99.5 percent of violent and graphic content, 98.5 percent of terrorist content, and 99.3 percent of child nudity and sexual exploitation content.

Furthermore, they shared that they now prioritize content that needs reviewing based on several factors such as virality, severity, and likelihood of violation.

Categorizing content in this way, regardless of when it was shared on Facebook or whether it was reported by a user or detected by their technology, allows them to get to the highest severity content first.

It also means the reviewers in their Global Operations team spend more time on complex content issues where thorough judgment is required and less time on lower severity reports that technology is capable of handling.

Although technology is playing a gradually increasing role in the way Facebook moderates content, for certain posts, they still use a combination of technology along with reports from the community and human review to identify and review content against their Community Standards.

This is done to ensure the context of the post being reviewed is understood better. The technology created for this is called Whole Post Integrity Embeddings (WPIE).

Lastly, they shared details about a newly developed technology called XLM-R, which can understand the text in multiple languages. This model is trained in one language and then used with other languages without the need for additional training data or content examples.

Chief Justice Gilgit-Baltistan Approves Special Judges for Cybercrime Cases

The Chief Justice of Gilgit-Baltistan’s (GB) Chief Court has approved the appointment of special judges to adjudicate the regulatory proceedings for the recent cybercrime cases in the region.

According to reports, the police and the Federal Investigation Agency (FIA) will be able to register recursive action against instigators who spread propaganda against state institutions on various online platforms.

When an accused is apprehended, the concerned authorities will book their profile as per the appropriate cybercrime laws and fines, and court proceedings will be duly carried out.

In the event of either admission or proof of guilt, the courts may convict the accused person under the Electronic Act of 2016. Prime Minister Imran Khan has already approved the implementation of the Act in the region.

Facebook and FIA to Curb Cybercriminal Leeway
The FIA’s Cybercrime Wing has signed an agreement with Facebook to share relevant data with Pakistani authorities. This was done in a tentative bid to secure routine electronic synergy and eviscerate all the freedom that cybercriminals have been enjoying since the last decade.

The newly-assembled investigation team will have access to social networking sites. All this was pre-planned for the expansion of the FIA’s investigations of cybercrime cases. Furthermore, Facebook’s team of technical experts has reportedly shown support for Pakistan’s drive against online propaganda.

This World Toilet Day, Harpic Joins Hands With TCF, ICSP and Metro for a Saaf (Clean) and Safe Pakistan

This World Toilet Day, Pakistan’s number one lavatory care brand, Harpic, announces its collaboration with organizations and NGOs to kickstart their campaign “Harpic Mission Saaf (Clean) and Safe Pakistan”. Through this movement, Harpic aims to enable access to clean and hygienic toilets to the nation by equipping them with knowledge and enabling them with the right tools.

According to WaterAid, Pakistan is rated the 7th worst country in terms of access to basic sanitation where 79 million people lack access to clean toilets. Harpic’s partnership with ICSP will work towards educating people on the importance of clean and hygienic toilets and bathrooms to avoid diseases such as COVID-19 from breeding and spreading. Through the partnership with TCF, Harpic aims to ensure the accessibility of clean and hygienic toilets for school going children by equipping their janitorial staff with relevant skills and training.

Harpic has also donated two toilets at two of the busiest locations in Karachi (Lee Market and Jheel Park) which will be managed by SSF under Harpic certified guidelines. CCP Discovers Evidence of Cement Manufacturing Cartel in Karachi

Competition Commission of Pakistan (CCP) carried out a search and inspection of the offices of the Chairman and Vice-Chairman of All Pakistan Cement Manufacturers Association (APCMA), located in Karachi, today.

CCP undertook this inspection exercising its powers under Section 34 of the Competition Act 2010, and as part of an inquiry launched in May 2020 to investigate the possible anti-competitive activities by the cement manufacturers.

The resulting evidence suggests the possibility of a cartel or collusive arrangement between the cement manufacturers.

Two different teams entered and searched the offices of the Chairman and Vice-Chairman of APCMA located in Karachi and impounded the relevant records.

The inquiry in the cement sector was started based on the information gathered through various media reports, along with concerns and complaints expressed regarding a concurrent increase in cement prices, particularly during April 2020.

The reports indicated that an increase ranging between Rs. 45 and Rs. 55 per cement bag was apparently collectively decided in a meeting of the cement manufacturers held under the umbrella of APCMA.

On September 24, 2020, the CCP had conducted a search and inspection of the APCMA main office and the office of the Senior Vice Chairman of the APCMA’s Executive Committee as along with the office of a senior employee of a major cement company in Lahore.

Moreover, the impounded records, including Whatsapp messages and emails, warranted conducting search and inspection in the South Zone as well for obtaining evidence relating to anti-competitive practices.

It is important to mention that various factors such as lower demand for cement in the first two quarters of 2020 along with an almost parallel increase in cement prices and the data collected from Pakistan Bureau Statistics and the cement companies, became the basis of CCP’s inquiry and the earlier search.

The sudden rise in prices by the cement manufacturers at a time when there is low demand compared to the installed capacity of the manufacturers, and considering that input fuel cost (coal and oil), transportation and interest rate have declined, raises suspicion of a collective rise in price by cement companies.

It is pertinent to mention here that the cement sector has a history of collusive activities, and they have been penalized in the past to an amount of more than Rs. 6.3 billion collectively, on account of forming a cartel, and involvement in the prohibited agreements in violation of Section 04 of the Act.

In 2012, the Commission initiated an inquiry against cement companies, however, the same could not be proceeded and concluded due to a stay order granted to cement companies by the Lahore High Court. The current inquiry was initiated in 2020.
